Hablemos de estrategias.
Rosa María Payá Acevedo y  Yoani Sánchez salieron prácticamente al mismo tiempo de Cuba. La prensa de fuera de Cuba  se ha inclinado mucho más por los sucesos relacionados con la salida y sucesos alrededor de la figura de Yoani Sánchez, tanto a favor como en contra  de ella, durante su estancia en el exterior  que de Rosa María Payá, la hija del asesinado  líder opositor pacífico Oswaldo Payá, Premio Sajarov del Parlamento Europeo 2002. Quizás esto nos permita columbrar las razones por las que la tiranía Castrista permitió la salida de   Yoani Sánchez.

Thank you so much to the organizer of this Summit for Human Rights and Democracy, It is my pleasure to thank to all the friends whom worked to make this meeting possible, to facilitate my travel here and to all of you who joined us here today.

My country is in a deteriorated and in an unstable situation. My people have suffered the lack of human rights for many decades already. My family have been directly affected and attacked; I think is time to stop. It is time to change and an every time growing group of Cubans works for make true that change.

At the same time the Cuban government has developed a series of legal reforms and public messages designed to preserve its power and authority.  These reforms do not guarantee the citizen rights, so: this is the Fraud Change.

I want to be clear about something: the lack of human rights is the principle reason, for the suffering, poverty and social problems of our people. Cubans, like all human beings, we need to be free to be prosperous. Europe is the prove that a country doesn’t have to choose between be economically successful or to be a state of right. And Cuba is neither of the two things.

In 2007, my father and the Christian Liberation Movement (MCL in Spanish) delivered a legal initiative called the Heredia Project to the National Assembly (the Cuban Parliament).  This project, as well as the Varela Project (which is supported by more than 25,000 citizens), calls for elemental rights which are grounded in a few articles of the Cuban constitution, but are violated in the law and in the practice.

Now, The Christian Liberation Movement which is our movement, as well as other organizations in the opposition, is collecting signatures in support of the Heredia Project´s call for legal changes.  Coincidentally, some of the reforms which the government promotes are precisely in some of the areas in which the Heredia Project has called for reform. In each case, the new laws, far from giving power to the people, have been designed so that the government retains the last word.  These laws, not only confirm the government´s control, they also maintain the discrimination against the Cuban citizens.  For instance, the reform of the immigration laws eliminated the exit permit (permiso de salida), but added a list of requirements to receive the actualized passport.  The government continues deciding who may enter or leave the island.  So it is a procedural change and not an actual recognition of the right to travel that all people have because of their human condition. And this is just one representative example. This time I could get out but other Cubans couldn’t and still can’t.

The Heredia Project has hundreds of activists in different provinces of the country and from different organizations of the opposition.  It forms part of the Path of the People, which is a proposal that is welcomed and supported by the majority of the Cuban democratic movement.  The Path of the People demands fundamental rights which the Cuban people lack, and suggests steps to obtain them.  It also expresses the fact that the opposition in Cuba is united in its objectives.

As The Vision of The Path of the People says: “it is up to only us Cubans to define and decide on the changes our society needs and to accomplish our national project” and as my father said: Nobody, not a state, neither a market could be over the freedom of the persons and the decisions of the peoples.

We don´t want and we don’t need to depend of nobody, not of Venezuela, not of United State.  What we do need is to be free.

Free to dream, free to decide, free to love, free to make, free to build with our imaginations and our efforts the society that we, the Cubans, choose.

The Path of the People also says: Yet, for our citizens to truly design, decide and build their future, their rights must be guaranteed by the law and a trustful and respectful environment must be attained. Only by doing so will we engage in a genuine national dialogue and launch an inclusive process of legal reform to preserve the advances the people have achieved and to exercise the people’s sovereign right to change that which the people decide to change.

So, our demand is for the right of all Cubans to their fundamental rights and to free elections.  We need political support for these and the other demands which are contained in the Path of the People and this is the support that we expect from all of you.

Otherwise, The Cuban Government have continued and have raised the repression against the political activists. The leaders of the Heredia Project in the whole country are always under watch and oppression of the State Security. Other opposition’s groups and independent´s journalists are also suffering the government hostility. The Cuban Democratic Movement is entirely peaceful and it is being confronted by the force and in many cases with violence.

As my father said: The heroic Cuban civic fighters, the citizens who sign the Varela Project, are not carrying arms. We do not have a single weapon. We are holding out both arms, offering our hands to all Cubans, as brothers, and to all the peoples of the world. The first victory we can claim is that we do not have hate in our hearts. We therefore say to those who persecute and try to dominate us: you are my brother, I do not hate you, but you are no longer going to dominate me through fear, I do not want to impose my truth, and I do not want you to impose yours, let us seek the truth together.

My dear father, Oswaldo Payá, and my young friend Harold Cepero gave their lives fighting peacefully against the Fraud Change and for the freedom of the Cubans.  My family, the MCL and many people do not believe that their deaths were accidental.  My father received many death threats during his life, which increased in the last months of his life.  We received a mobile text message from Madrid that told us that his car was hit by another car.  And much of the information suggests that their deaths were provoked intentionally.  We are asking for your support of our request for an International Investigation into their deaths.

I have a fear, but my fear will not dominate me and I trust and I know that more Cubans feel the same way. We have a path, so we have a hope.

    En mayo de 2002 por primera vez desde que llegara al poder en 1959 la dictadura de Fidel Castro, más de 11, 020 cubanos demandaban legalmente un plebiscito para que fueran reconocidos sus derechos.

    Yo fui uno de esos cubanos que firmaron y reunieron las firmas necesarias, según establece la propia Constitución cubana, para hacer valida una petición ciudadana a las autoridades.

    Yo fui uno de los gestores del Proyecto Varela y tuve el privilegio junto a Oswaldo Paya y Antonio Díaz de presentar esa demanda en la sede del Parlamento cubano.

    En Cuba no se respeta el derecho de los ciudadanos a expresar libremente lo que piensan, ni a asociarse libremente según sus intereses. No se reconocen aun las libertades económicas, pese a las cosméticas medidas que como concesión, no como derecho establecido y garantizado, las autoridades ahora anuncian al mundo y no son más que el intento de cambio fraude para mantener los privilegios de una casta en el poder.

    En Cuba no hay elecciones libres y lo que el régimen cubano llama “proceso participativo” no es más que la ratificación de 612 individuos escogidos por las organizaciones afines a la dictadura, para ocupar los 612 puestos de Diputados nacionales.

    Por esto fuimos secuestrados y sancionados en una grotesca farsa judicial 75 líderes y activistas por los derechos y las libertades de los cubanos.

    Fuimos arrestados y permanecimos por más de 30 días en celdas tapiadas, calurosas y hacinadas junto a individuos acusados de tráfico de drogas. En 30 días solo pude ver el sol una sola vez y era sometido constantemente a interrogatorios en oficinas climatizadas con bajas temperaturas, para intimidarme y hacerme acatar en vano las infamantes calumnias con que nuestros captores nos acusaban.

    Luego, fuimos trasladados a centenares de kilómetros de nuestros hogares y encarcelados junto a criminales comunes en prisiones por toda la isla. Casi no se nos permitía visita o comunicación con nuestros familiares, se nos violaba la correspondencia, no se nos permitió en aquellos primeros años leer la Biblia o libros sobre la historia de Cuba y universal. No pocos de entre nosotros fueron víctimas de salvajes golpizas por parte de nuestros carceleros. Nuestra alimentación era magra y de muy mala calidad. Los insectos, los roedores pululaban y la fetidez en aquellas condiciones antihigiénicas nos exponía constantemente a todo tipo de enfermedades.

    Con el tiempo algo cambio aunque muy poco este vergonzoso castigo, pero para algunos de nuestros compañeros de causa las extremas condiciones de arresto se mantuvieron casi invariables.

    Finalmente a muchos no nos quedo otra opción que decidir a petición de nuestras familias agotadas en 2010 el destierro. Ellas también fueron víctimas de un trato inhumano al tener que trasladarse en las difíciles condiciones del transporte público en Cuba, cientos de kilómetros para poder vernos y llevarnos libros y bolígrafos,  un poco de comida y medicinas. Nuestros familiares también fueron maltratados y humillados por nuestros captores.

    Las promesas de cambio del régimen no son más, hasta el momento, que otra farsa para intentar ganar tiempo y consolidar sus privilegios oligárquicos.

    ¿Qué, si no, es esa supuesta “libertad de viajar” que aun deja en manos de la policía política cubana la decisión final de entregar a la persona que tiene intención de viajar, el pasaporte autorizándole o no a hacerlo? Un chantaje, un método más de selección de la represión en a partir de los intereses del régimen y en muchos casos no depende del individuo ser beneficiado o no por tal gracia.

    Igual pasa con las medidas para reanimar la economía y la agricultura quebrada de la isla. Es en último caso la Seguridad del Estado quien decide si la persona puede dedicarse a un pequeño negocio de servicios o tener en arrendamiento por un tiempo limitado alguna parcela de tierra a la que hacer producir.

    Oswaldo Paya luchaba contra este cambio fraude, así le llamaba él y le llamamos nosotros. Luchaba contra esta perpetuación de la oligarquía que mantiene sometido al pueblo cubano.

    Esta posición honesta y coherente del líder fundador del Movimiento Cristiano Liberación era estridente a los oídos de la Junta Económico-Militar de la isla y a los intereses de los que tanto dentro como fuera de la isla están interesados en pactar privilegios y no derechos.

    Por eso le asesinaron junto a Harold Cepero el domingo 22 de julio de 2012 mientras viajaban con dos jóvenes solidarios que desde España y Suecia se habían trasladado a la isla para conocer el sentir y los anhelos del pueblo cubano.

    Si, Oswaldo Paya y Harold Cepero fueron asesinados, fueron víctimas de un atentado que les costó la vida y esto lo sabemos desde el primer día por las informaciones que tanto victimas como testigos hacían llegar a amigos fuera y dentro de la isla. Estos hechos los hemos podido corroborar con los testigos sobrevivientes a este crimen. Con ellos, a los que han intentado imponer una feroz mordaza aun cuando ya están fuera de Cuba pero continúan rehenes del chantaje que la dictadura hace a sus gobiernos, gobiernos democráticos que callan e intentan silenciar la verdad que conocen desde el primer momento de los hechos.

    Por eso pedimos a la comunidad internacional, a las personas de buna voluntad, que nos apoyen a crear una Comisión Independiente que investigue los hechos del 22 de julio de 2012 y se haga la luz de esa verdad que conocemos y nos han confirmado todos los testigos.

    Oswaldo y Harold visitaban ese día a líderes y activistas en el oriente de la isla que están divulgando y trabajando en la iniciativa El Camino del Pueblo.

    Esta propuesta, que han firmado más de 2000 activistas de más de 70 organizaciones defensoras de los derechos humanos, la mayoría de ellas dentro de la isla,  es la respuesta de los demócratas cubanos a esos intentos de cambios fraude que desconocen los derechos del pueblo e intentan ignorar  y desprecian a la no violenta oposición cubana.

    Queremos que nuestros hermanos demócratas del mundo sepan esto, sepan que dentro de Cuba se trabaja en medio de la más terrible represión, sin odio pero sin miedo, por los cambios verdaderos que acerquen el día de la libertad.

    Queremos que nos escuchen, que la solidaridad vaya a esa insipiente sociedad civil que crece  y se multiplica, que es capaz de ponerse de acuerdo en lo fundamental para nuestro pueblo: libertades civiles, económicas y políticas, justicia social primero y elecciones libres. Este es el cambio por el que trabajamos, el cambio por el que muchos cubanos han ofrendado ya en más de medio siglo de dictadura sus generosas vidas.

    No puede ser ni en América, ni en Europa patrimonio exclusivo de un partido, ni de un gobierno las cuotas de solidaridad con el pueblo cubano o en qué momento les es más oportuno según sus propios intereses nacionales ser solidarios o no serlo. No necesitamos de esta exclusividad hipócrita.

    Queremos como nación independiente que se nos apoye puntualmente, sinceramente a devolver la soberanía, secuestrada por una tiranía, al pueblo cubano, según diseñamos nosotros mismos nuestro propio proyecto de presente y futuro. Queremos que nuestros amigos en el mundo nos acompañen a transitar el camino que hemos diseñado y ya caminamos, el Camino del Pueblo.
