Attached you will find a bilingual copy of an FBI debriefing report of Jesús Raúl Pérez Méndez, taken when he defected in Miami on July 13, 1983. Pérez Méndez at the time was chief of the Department of the Community Abroad of the Cuban Institute of Friendship with the Peoples (ICAP) and was also a captain in the Cuban Directorate General of Intelligence (DGI).

In 1987, when I was the editor of Crónica Gráfica magazine in San Juan, Puerto Rico, I was shown a copy of the original document, typed on a sheet emblazoned with the FBI logo androuting markers, by an intelligence officer of the Police of Puerto Rico. The policeman was part of a Task Force on Terrorism between his agency and the FBI investigating the Cuban connection in Puerto Rican terrorism. I was not allowed to photocopy the original document, but was permited to transcribe it as it appears attached here. I have made no omissions or additions to the original draft as it was shown to me. The police intelligence officer wanted my opinion regarding the authenticity of the statements made by Pérez Méndez, since ourmagazine had published various articles on Cuban espionage and subversion in the United States and Puerto Rico. One of the Castro agents mentioned in the debriefing, Raúl Alzaga Manresa, resided in Puerto Rico.

According to a recent statement by retired DEA agent Juan Pérez, who lives in Miami, Pérez Méndez was supposed to defect to the DEA and the CIA in New York City, but was handled by the FBI upon his arrival in Miami in 1983. Pérez Méndez was immediately relocated under the federal witness protection program. He publicly surfaced for the first time after twnety-three years when he appeared on the Miami TV program "Polos Opuestos" directed by María Elvira Salazar on November 9 and 10, 2006. he defector's face was blotted out during the interviews to maintain his anonimity. He was accompanied on the program by retired Florida Department of Law Enforcement (FDLE) agent Sergio Piñón, who resides in Miami.

Pérez Méndez stated during the TV interviews that he was asked by the FBI to testify before the U.S. Congress soon after his arrival in Miami, but feared doing so due to the retaliation that the Castro regime would take against his family that remained in Cuba. He also said that his U.S. government handlers moved him around various covert locations after learning that Cuban and Soviet intelligence agents were on his trail.

Pérez Méndez acknowleged during his TV interviews that he "gave birth" to the Antonio Maceo Brigade (BAM). This group was created by the DGI in 1977, with Cuban Americans under the age of thirty, whose mission was to act as agents of influence in the United States on behalf of the Cuban Revolution. Pérez Méndez added that he was also in charge of recruiting agents of influence in U.S. academic circles. He refused to mention during his TV interviews the names of those that he dealt with in what amounted to espionage activities. Pérez Méndez concluded that
he is writing a book that will explain how Cuba uses agents of influence in the United States.

Since Pérez Méndez is apparently still under the witness protection program, I am sure that his handlers will edit his book. Therefore, I have decided to publicly release the information that he provided during his debriefing in 1983, in the hope that upon this becoming public knowledge, he will be allowed to give a full account of everything that he knows.

The report was translated into Spanish and published in Miami's "Diario las Américas"newspaper. I used only one quote from the Pérez Méndez debriefing, which indicated that one of the participants of that roject, Professor Marifeli Pérez-Stable, "was a DGI agent who responded to Cuban intelligence officials Isidro Gómez and Jesús Arboleya Cervera. Pérez-Stable, who had organized another DGI front group called the Cuban Culture Circle, was receiving $100 for every person that traveled to Cuba through that organization. According to Pérez-Méndez, Pérez-Stable replaced DGI agent Lourdes Casal after her death in Havana, and the DGI and ICAP prepared the yearly plans for Pérez-Stable."

Pérez-Stable is currently on the board of contributors of the Miami erald and is also a professor at Florida International University (FIU). Three other FIU professors, Carlos Alvarez, Lisandro Pérez, and Guillermo Grenier, were founding members and/or collaborators with Pérez-Stable in the DGI controlled Areito magazine, the BAM, and the Cuban Culture Circle.

ProfessorAlvarez and his wife Elsa Prieto, an FIU employee, are presently awaiting trial in Miami under charges stemming from his admission to FBI agents that for decades they were spies for Cuban intelligence.

The possibility of Castro agents working at the Herald was recently raised when El Nuevo Herald reporter Pablo Alfonso indicated in his resignation letter of November 18, 2006, published in the Diario las Américas, that the Herald "has not investigated how its special reports have been filtrated to and continue being filtrated to the castroite press before they reach the Herald readers." Pérez Méndez could shed some light on this issue. He and the FBI can attest to the veracity of the attached document. I believe that the Herald has the responsibility to investigate the statements made by Pérez-Méndez, especially since he indicated that an actual member of your board of contributors has been controlled and financed by Cuban intelligence.

That the America Department of the Cuban Communst Party (DA), the ICAP, and the DGI control the ANTONIO MACEO BRIGADE (BAM), CASA DE LAS AMERICAS, CIRCULO DE CULTURA CUBANA, CENTER FOR CUBAN STUDIES, VENCEREMOS BRIGADE (VB), NATIONAL LAWYERS GUILD, NATIONAL CONFERENCE OF BLACK LAWYERS, PARTIDO SOCIALISTA PUERTORRIQUEÑO-NYC, AND THE COMMUNIST PARTY USA. They are all controlled by ALFREDO GARCIA ALMEIDA, chief of the North American Section of the Americas Department and former political counselor at the Cuban Mission to the United Nations in NYC, with the exception of CASA DE LAS AMERICAS, which is controlled by HECTOR MANUEL ZAYAS QUIALA, of the DGI, and second secretary of the Cuban Mission NYC.
The leaders of the BAM and the VB receive training of indoctrination in ideology, psychology, organization, propaganda techniques, interview techniques, and intelligence gathering. The groups are financed by illegal commercial activities of nartotics. The BAM serves for purposes of propaganda and intelligence. ANDRES GOMEZ, MARIANA GASTON ROCHE, ARMANDO D. GARCIA, and MANUEL R. GOMEZ CAINOS are controlled by the DGI. The ICAP considers ALBOR RUIZ SALAZAR unstable. ARMANDO D. GARCIA is a homosexual and MARIANA GASTON a prostitute.
The BAM is controlled by JESUS ARBOLEYA CERVERA, of the DGI in Cuba and former second secretary of the Cuban Mission in NYC, by way of FRANCISCO GONZALEZ ARUCA in Washington, D.C.; RAUL ALZAGA MANRESA in San Juan; MAURICIO
GASTON ROCHE and MIREM URIARTE in Boston; FELISA SOTO in Miami; ROSARIO MORENO in Los Angeles; ALICIA TORRES VIGIL in Chicago; and in New York with ARMANDO D. GARCIA, MARIANA GASTON ROCHE, ANDRES GOMEZ, AMELIA VICKIE MEDEROS, ELISEO PEREZ-STABLE and MARIFELI PEREZ-STABLE. When the BAM visits Cuba they are attended by JESUS ARBOLEYA CERVERA and NORMA PIÑEIRO, of the DGI.
RAFAEL BETANCOURT ABIO and OSVALDO ESTIVIL belong to the BAM in Miami. JOSE ANTONIO HERNANDEZ FRIAS, leader of the BAM in USA, was sent to Spain to organize the BAM there. REGINA CASAL was sent to Venezuela to organize the BAM there.
The BAM is financed by travel agencies in NYC and receive from $100 to $400 for each exile that travels to Cuba. MARAZUL was established to finance the BAM, AREITO, and the CIRCULO DE CULTURA CUBANA, the BAM receiving the majority of the funds.
The daily activities of MARAZUL are controlled by FRANCISCO GONZALEZ ARUCA from Washington, D.C., who is controlled by JESUS ARBOLEYA CERVERA from Havana.
The CIRCULO DE CULTURA CUBANA, EDICIONES VITRAL, and AREITO, are controlled by the DGI. ISIDRO GOMEZ and JESUS ARBOLEYA CERVERA, of the ICAP and the DGI, placed MARIFELI PEREZ-STABLE in charge of the CIRCULO DE CULTURA CUBANA. She substituted the deceased LOURDES CASAL, who was DGI. The annual plans of MARIFELI are prepared by the DGI and ICAP. The CIRCULO DE CULTURA CUBANA and the BAM are maintained with funds generated by EDICIONES VITRAL, by way of the sale of books and records that are gifts of the Cuban Culture Ministry and are delivered by ICAP. MARIFELI receives $100 for each tourist that travels to Cuba with the CIRCULO DE
CULTURA CUBANA. MARIFELI was infiltrated in the INSTITUTE FOR CUBAN STUDIES of MARIA CRISTINA HERRERA, whose position was made more favorable toward Cuba.
In 1981 the leaders of AREITO met in Cuba with ISIDRO GOMEZ, FAUSTINO PELAEZ, and JORGE GALLARDO FERNANDEZ, of the ICAP and the DGI, and with CARLOS RAFAEL RODRIGUEZ, of the Communist Party, whom advised AREITO not to take positions so identical with those of the Cuban government.
ARNALDO ALONSO, president of CASA DE LAS AMERICAS, directs the BUREAU OF COMMUNITY SERVICES, with offices in the same locale as MARAZUL, who ship their packages to Cuba. ANDRES GOMEZ, who lived in Washington, D.C., was financed by MARAZUL. HAROLD MAYERSON, the lawyer for MARAZUL, and member of the NATIONAL LAWYERS GUILD, with MICHAEL RATNER, are controlled by the DGI.
ARNALDO ALONZO was involved in a power struggle with CARLOS GARCIA in CASA DE LAS AMERICAS, where other members are LUIS MIRANDA, who the DGI suspects of being a CIA operative; ANA MARIA GARCIA, former member of the BAM; and OSCAR RUBEN CICCONE and his wife, who also belong to the BAM, VB, and the COMMUNIST PARTY USA.
Those of the AMERICA DEPARTMENT in the Cuban Mission to the United Nations in NYC control the VECEREMOS BRIGADE. GRACIELA TABIO MEDINA, official of the DA and of the Ministry of Foreign Relations, selects the members of the VENCEREMOS BRIGADE, whose leaders are: the anthropologist JOHNNETTA COLE, DARA TORPE, EDDY DEMMINGS, MICHELLE FRANK, JACKIE RAMOS, and CAROLYN BOSCH. The first three are controlled by the AMERICA DEPARTMENT. NANI MARTINEZ, of the VB, works in the United Methodist Church in NYC. ROBERTO REGALADO ALVAREZ, of the DGI and
first secretary of the Cuban Interests Section in Washington, DC, controls the VENCEREMOS BRIGADE. SANDRA LEVINSON, of the VB and director of the CENTER FOR CUBAN STUDIES, is controlled by ICAP, although the DGI considers her a CIA operative.
MIGUEL FELIPE MARQUES is the secretary general of the ALIANCE OF COMMUNITY WORKERS in Newark, NJ, whose assistant is CARLOS ZALDIVAR ESCALONA, and both are controlled by JUSTO LUIS BETANCOURT and ISAIAS PEREZ, of the DGI.
The director of the Casa Cuba in Madrid, ROSENDO CANTO HERHANDEZ, receibes $1,000 monthly from ICAP from the sale of travel tickets of exiles to Cuba. The Casa Cuba is directed by: LIDIA ANDERSON in Canada; MARINES MEDERO in Mexico; and AQUINO in Caracas.

Los planes anuales de MARIFELI son preparados por la DGI y el ICAP. El CIRCULO DE CULTURA CUBANA y la BAM se mantienen con fondos que genera EDICIONES VITRAL, a través de ventas de libros y
discos que les regala el Ministerio de Cultura de Cuba y los entrega el ICAP. MARIFELI recibe $100 por cada turista que viaja a Cuba con el CIRCULO DE CULTURA CUBANA. MARIFELI se infiltró en el INSTITUTO DE ESTUDIOS CUBANOS de MARIA CRISTINA HERRERA, cuya posición se hizo más favorable a Cuba.
En 1981 los dirigentes de AREITO se reunieron en Cuba con ISIDRO GOMEZ, FAUSTINO PELAEZ, y JORGE GALLARDO FERNANDEZ, del ICAP y de la DGI, y con CARLOS RAFAEL RODRIGUEZ, del Partido Comunista, quienes le aconsejaron que AREITO no debe tomar posiciones tan idénticas a las del gobierno cubano.
ARNALDO ALONSO, presidente de CASA DE LAS AMERICAS, dirige el BURO DE SERVICIOS COMUNITARIOS, con oficinas en el mismo local que MARAZUL, quienes les envían los paquetes a Cuba. ANDRES GOMEZ, quien vivía en Washington, D.C., era financiado por MARAZUL. HAROLD MEYERSON, el abogado de MARAZUL, y miembro del NATIONAL LAWYERS GUILD, con MICHAEL RATNER, son controlados por la DGI.

ROBERTO REGALADO ALVAREZ, de la DGI y Primer Secretario en la Sección de Intereses de Cuba en Washington, D.C., controla la VENCEREMOS BRIGADE. SANDRA LEVINSON, de la VB y directora del CENTER FOR CUBAN STUDIES, es controlada por el ICAP, aunque la DGI la considera una operativa de la CIA.
MIGUEL FELIPE MARQUES es el Secretario General de la ALIANZA DE LOS TRABAJADORES DE LA COMUNIDAD en Newark, NJ, cuyo asistente es CARLOS ZALDIVAR ESCALONA, y ambos están controlados por JUSTO LUIS BETANCOURT e ISAIAS PEREZ, de la DGI.
